You seem to be reading things into the story. Let's try your quote with difference emphasis - "The US military listed Arabic, Dari, Pashtu and Mandarin Chinese

Listing the many languages that might qualify would make tedious reading. This is about writing style, not invasion plans.
According to the story the amount of the bonus depends on general proficiency not specific languages.
"Pentagon spokeswoman Lt Col Ellen Krenke told the Reuters news agency the amount of bonus payment soldiers receive will depend on the languages they speak - and how well they speak them."

US armed forces have gotten bonuses for speaking/reading/writing foreign languages for quite some time now. This isn't something new.:p

Well, the Arabic part should be no surprise. We seem to be in a war with them, and there is that thing about the Koran stating that everyone who isn't a Muslim should die.

The multipyers are not for specific languages but for general proficiency; the more languages you speak and the better you are at them. The article (as far as I can see) does not attach increased values to specific languages. Thus this policy does not seem to indicate and immenent intervention plans for China.
