I'm sure it's meant to be like that. Only magic is effective against Wisps and the guards can't do magic. They DO have silver swords, but I can't remember if silver is effective with Wisps or if it just takes magic. A mod that gave them 50% reflect magic might do something about this without unbalancing the game.
I do notice as I'm climbing in levels (14 now) I'm seeing a lot more dead guards along the roads. And their poor poor sad horses. There's one horse that's just standing there in the middle of the road everytime I ride that way. I remember it because it's also funny. Sad, but funny. Tragically sad, yet almost hilarious. Because the road is very steep but the horse is standing level in the air, it's hind legs on the ground and it's forelegs just sort of hovering out there in midair. Love that improved Oblivion physics they put in there! Someone should just put him out of his lonely misery. And guards should level up with you or something. Maybe that will be my new quest. To roam around the landa nd bring peace to all the orphaned horses.

Guards DO level up with you, I think, but so do enemy creatures. And making a mod to give Patrol Guards 50% reflect would be horrendously easy to do. But I'd have to download the CS first. Hmph.

Guards are always 10 levels above you.

Really? That must compensate for their bad equipment. I killed off ten guards before I succumbed to townsfolk. I wasn't using any potions, mind you, otherwise I could have slaughtered more people. It was fun though. The house I was fighting by was covered in arrows.

I killed a wisp with a bunch of arrows. I can't remember if they were silver or not, and I may have been using my silver bow at that point.
I also rather enjoy just walking or riding from place to place. Just the rhythm of the horse's hooves is quite calming, and when it's foggy during the day with the modified bloom settings, riding through the woods is damn near ethereal. I really really really wish you could fight on horseback, though.

Silver, Daedric, and enchanted weapons hurt ghosts. I believe the same goes for whisps, though I wouldn't be surprised if ebony hurts them too.

I'm sure there are guards without silver swords. In this case it's a lot easier to say there are some guards without them than it is to say no guards have them, or some guards have them.

Every guard has them, unless it's some kind of special case. Your general, nondescript guard does, otherwise a summoned ghost could kill everyone.
