Why not? The war outside ended, the helicopters crashed, and you can't get down to the ground, otherwise you die. Those seem like perfectly logical consequences of the radiation outburst.

what he said. I thought the "good ending" was one of the best last levels of all time, first NPCC, then sarcopharg action, revelational dialogue scene and escape thru the portals - classic stuff.
