On the off chance you're being serious, they just colored the beginning of each word to help separate them so their demographic will see three words, not a long string. Will probably backfire when people can't find colored letters on their keyboards.
On Topic: it's a toilet. Other than decreasing the amount of water used per flush, there's not much room for improvement.

Yes I was serious. And I was talking about the colored letters in the line "Always Wash Your Hands ..." not in the internet adress. I assume you meant the URL because otherwise there are still spaces to tell the words apart. Also the "a" is not colored despite being the beginning of a one letter word.
EDIT: Maybe it's just something the teacher points at saying: "We learned that letter already. What's the name of this letter? ... Anyone? Bueller?"
It would make sense they didn't color and uppercase the "a" then because there already is one.

... After some searching, I see the image you're talking about (and now it's showing up in the thread correctly). I think they're just trying to be cutesy and fun. They didn't highlight the articles because, presumably, whoever did it was following the same rules as making acronyms. No hidden agendas.
