Am I missing something on fishing skill? I'm on level four and in order to get enough fish to feed one of the ghouls on level 5, thusly getting the code for the mining operator chamber, I've borrowed a fishing rod from the fisherman. He gives it to me happily enough, makes some vague allusion to "a lake north of here so full of fish you can walk on them".
Okay. I look at my map, no body of water even comes close to looking like a lake. So I proceed to go to all of the spots where there are water and try fishing there. I can click on that fishing pole for hours, and in every spot, all I've ever gotten are messages that say: "Nothing is biting," or "You feel a fish nibble on your line, but it gets away."
So what gives? Is there an appropriate skill I need to get up to have any luck in fishing? Or am I just fishing in the wrong places?

Try dropping some stuff. "You feel a nibble, but the fish gets away" usually means that you are too encumbered to hold the fish you would otherwise have caught.

It always means you are too encumbered. Otherwise, if you had at least 1 stone of weight free, each time you got that nibbling message you would have gotten a fish.
