I'm on the first level where you have to get a signed permit from the chief goblin and a merchant's identification card to sneak through and get to the fortress to alert the king that the outpost has been attacked. I'm having a hell of time trying to kill off these guys, having to battle them then run to a lower level and regain my life force, save, and then back to the attack. Am I missing something here, or is it supposed to be this hard to kill off these creeps?

The first time I started playing Arx I had the same difficulty killing 'em.
Now when I began anew I just made my char a little stronger and better at fighting, so this time 'round I had no problems.

I also noticed that if I held the left button longer and generated more power to the sword, I did better.

Actually you don't get the authorization from the Chief goblin.
After you fall through the trap door (to level 3) and then go back up to the level you started on (level 2) you'll find a goblin locked in the other prison on that level. If you free him he'll go to the tavern (on level 1). He can then forge the authorization for you.
The authorization can be found on level 2 in the room nearest the stairs to level 1.
BTW, a good general rule for your first time through the game is you don't want to attack anything that doesn't attack you first.
And even if you aren't playing as a thiefy character you want use stealth mode a lot at the beginning and not kill anything you don't have to till after you've visited the outpost.

Martin, I've already discovered snake ladies down in the tunnels. They attacked me which was a surprise because I thought they were supposed to be among the good "guys". I also removed a barrier and found the...what are they called? The guys who move real fast. Got out of there quick.

If you come into the Sisters area through the one passage (the one with the three chests) they will consider you to be a thief and will always attack you. Even if you don't loot the chests. If you enter their area by the other route they won't attack.
Ylsides is the name you're looking for.

Obviously, you have to develop more abilities to kill them. How long does it take? Are there any special spells or weapons that are effective on them?

Well, if you're playing as a mage, some people swear by fireballs. Apparently they drop like flies. If you're going the fighter route, the Slayer Sword is good and obviously, the
[SPOILER]Meteor Sabre[/SPOILER] kicks their asses.
Tactically, keep your distance when you first encounter them. Do this untill their speed spell wears off. It'll help you land a few more blows.
