Hrm... the Bal Molagmer are a set of "elite" Thieves' Guild quests; you do have to wear the gloves when talking to people important to the quests, or else you don't get full credit. Btw, IIRC I traced it down where your getting a certain quest from the Fighters' Guild's Master makes you skip most of Stacey's quests. Search on here you should be able to find it.
