I think the designer's primary intent was for you to meet that guy after going swimming in the collapsed tunnel. Although they did include other dialog in case you barge in there earlier in the level, it doesn't fit into the story quite as well.

If that's the case, then I'd have to start Hong Kong over as I visited the fisherman before getting the aug canister in the flooded tunnel. I might just do this, as I haven't played very far into HK at this point.

Not necessarily. The last time I played DX, I think I visited the fisherman early in the level through the back entrance. Nevertheless, when I showed up at his canal side door later in the level, he was there waiting at the top of the stairs for me to deliver his line, to which my character responded as quoted above. But there wasn't any additional conversation and the guy wouldn't move out of the way, so I couldn't go back up through his place. It seemed awkward, and that's why I think the designers intended for you to have a single conversation with him after coming out of the water.

Before I read your reply, I restarted HK at the elevator in Wan Chai market, right after Jock breaks you out of the MJ12 secret base by blowing up the blast doors. I went to the Old China Hand, explored the freezer, and made my way to the collapsed tunnel to retrieve the aug canister. I then returned to the freezer, exited out the back door into the canals, swam to the fisherman's dock, and went upstairs to talk with him. Again, I got the same pre-scripted conversation as before, with no "I was swimming" response.
I'll visit him again after leaving VersaLife through the coolant tubes, and if that doesn't work, I give up.

Sorry for the bad advice then. I don't have the GOTY edition, I wonder if that makes a difference.

After finally getting some time to play again, I did visit the fisherman after destroying the UC and leaving through the coolant tubes. And yes, I did get a new conversation in which JC delivered the "I was swimming" response. Hallelujah.
