My pick: "If there wasn't organized oppression there wouldn't be organized resistance, and what you call terrorism wouldn't exist." It doesn't really fit with current real-world events, but it's a great quote for the circumstances in the game.

You swim around in the canel (hence 'I was swimming') till you see a door, enter it, there's a fisherman who lives inside. Speak to him.

I visited the fisherman/boat person after swimming in the canals, but I still couldn't get the "I was swimming" conversation to trigger. Interestingly, the first conversation identifies him as "fisherman", and if you talk to him a second time, he's identified as "boat person" (GOTY edition). However, neither conversation allowed any dialogue branches as they were entirely pre-scripted. I even tried jumping in the canal a second time following the first conversation to see if that would make any difference in the second conversation, but no. He did ask me if I was a tourist, but not whether I had been thrown in the canal.
Maybe the "I was swimming" response only occurs after accomplishing a specific goal, although that seems unlikely. Just in case, I'll give him another visit after meeting with Maggie Chow.

Try it after picking up the aug canister and notes in the fallen tunnel section with the Karkians. Or maybe after leaving versalife through the coolant tubes beneath the UC...
