Dark Dragon, have you recently tried to generate an ibt? If you didn't set the ini files back to their original configuration, the guards won't have weapons and will be afraid of you. (Sorry I can't be more specific, but I've been out of the loop for a while and can't remember exactly what needs to be changed in the ini's.

So that's what that is....
I just started manually rigid-attaching weapons to everyone I wanted to have one to be sure they did. If they don't have weapons they just run away (hehehe)
