Back to North Korea since i talked about Iran last post: I wouldn't be surprised if North Korea are using Richard Nixon's "madman theory" (Google it). "I got nukes and I'm not scared to use 'em!".
And there's also the fact that ideological propaganda is almost always aimed at your own population, and may make almost no sense to outsiders, consider the way statements are coded in FOX News in a way which makes perfect sense to Conservative initiates, but baffles outsiders. Conservative FOX watchers find CNN equally baffling because they're not tied into the assumptions that inform the average CNN viewer (more realistic assumptions in my opinion, but that's not really what it's about. It's about how media channels shape the accepted worldview of different groups). FOX vs CNN can almost seem like alternate worlds, even when they're describing the same events.
Or consider Alex Jones' websites, can quickly related how the "NWO" will take you to the "FEMA Camps" in the black helicopters, etc, and initiates need no explanation of these things, they will make perfect sense to them. Most propaganda statements require you to be already steeped in the accepted mindset to make any sense, usually from repeated doses of related propaganda.
So when North Korea claims that the capitalist countries will be incinerated by NK's nukes "any day now" on their domestic TV, it has to be taken with a grain of salt. Nothing unites people like fear of outsiders, and creating the impression that trusting your government is the only thing that stands between you, and oblivion.

Guys, we've got another job killing welfare queen with a socialist agenda here! Someone do a whois so we can get his IP address, find out where he lives, and kidnap all his anchor babies for the good of fiscally responsible working families all over this great nation.
I SUPPORT DEREGULATION FOR STATE RIGHTS!
