Far Cry 2 is probably the only game in the franchise to have mature political commentary, but I think a lot of that leans on the setting being fictional and non-specific. It's got a lot of stylized elements that, if it were depicting a specific place and conflict, could come across as crass.

Far Cry 4 had a branching narrative where you could either side with conservative dude who wanted to preserve cultural traditions, or a liberal chick who was was prepared get into dirty businesses, such as going into the drug trade.
Just because there's goofy, jokey elements in the games, doesn't really mean that there aren't serious stories being told at the root.

It's not necessarily bad thing. Rambo 2, Commando and Cobra were epitome of 1980s/1990s style over substance action films. Only joyless, pseudo-intellectuals, who sniff their own farts, seem to dislike such films.
If you'd said Rocky, I'd be right there with you. Story of a slow-witted guy, 10-to-1 underdog making it, beating the champ, sure.

It doesn't.
They've "done a Fallout 4" by completely stripping out the XP system and skill tree. Instead you equip different armour pieces with attributes attached. With the skill tree + XP system you had perks immediately available to you once unlocked, they're now tied to a specific armour piece that you have to swap out manually. It just creates more steps.
