Obsidian had nothing to do with Mass Effect as far as I am aware.
Despite the involvement of some of Obsidian's devs in the original Fallouts, I'm actually a little worried about what they'll do with the Las Vegas expansion. Whilst I really like the idea of what they are trying to do with this expansion, the work that they did on NWN 2, in my opinion, was sloppy and a step back from some of the highlights of the original such as Hordes of the Underdark. As far as Alpha Protocol is concerned, it hasn't been released yet so no comment.

Right, but they're pretty obviously using the same engine as ME1/ME2, even down to similar character screens.
Edit: Actually, apparently they deny that, but it's using UE3 and it really really looks like the ME1 engine.

Character screens are probably the simplest thing to programme, and I very much doubt they're in any way hard-coded into an engine. Visual design (and, in this case, functionality) != engine.
