Oblivion lost? The title makes it sound like a bad thing. But comeon...you didn't lose nothing. And now you've found (regained) it again? How...wuh?
That's almost as bad as that new 360 game I saw on the shelves the other day: Infinite Undiscovery. The text was all epic bolded and had a bunch of really happy heroes on the front, looking all thrilled about not finding a damn thing ever.

Not you, but Zone. It went to oblivion after 86, now the oblivion is lost.

How do I get someone (or an animal) to travel around with me? The dude in Megaton rejects me because my karma is too high. I see a perk which makes animals help you. Is that how you do it?

It could mean forgetting, in the process of losing something, or maybe an awkard way of saying you can't find something you're looking for. The latter is what I took it as.
Ultimately, I dunno. Don't know if I want to know.

For a start, you'll need the right karma for that character, as you've found out.
As for animals, dogmeat is the only one I know of that will join you.
You find him in a scrapyard in the wasteland north of DC ruins west (you'll see it as a large, flat plane of land if your scenery pop-up is set as myopic as mine).
He whimpers it pretty easy, but if you press tilde to bring up the console, click on him (you'll see the text top centre of the screen change to dogmeat) and type "setessential 0006a772 1" he'll just fall unconscious instead of die. One other thing is that you might find he ruins the gameplay a bit now because all the enemies tend to target him first - to solve this, select him as before and type "setav health 1". He'll now fall unconscious at first hit and distract enemies less during combat.

Set the timescale back, play for an hour and you'll really feel the difference.
As for the dogmeat alterations, they're saved on his character. The savegame's not really cheated as far as the engine's concerned, you're only modifying existing properties.
I wish the fdamageskillmult and fdamageskillbase commands were saved though -- I can't stand the game on standard issue "very hard" because it takes years to kill anything. Upping these from the defaults of 0.5 means everyone deals more damage.

But I forgot the default value. Better said I never knew it. The difference doesn't seem to be big at SetGlobal=10 so I presume the default value wasn't much higher. If I could set it hard in Fallout.INI, it would rid me of the doubts, but I don't know the necessary parameter or if there is one in the INI at all.
