I just finished it. Took me around 10 hours on Normal difficulty, with the main quest being around 6 hours or so. It's not a long game, although I was only level 11 at the end so I definitely didn't see everything.
in no particular order:
Good: good graphics, good interface, many very beautiful envionments, spectacular end, combat not as tedious as F2, fallout-style quests, delicious fallout-style humour, mostly normal looking people (compared to Oblivion)
Bad: level scaling in all forms, much more casual than F2, too easy, less freedom in main quest, apparently less equipment, fast travel, awful third-person view, voice acting can't be turned off, ending just shows slides not text describing what happened, short, combat not as fun as in modern FPS games, looks too much like Oblivion, Beth made sequence breaking very difficult, no inventory description of items, dialogs zoom into the character's face
Performance: ran in 1680x1050 4xAA all highest settings on a HD4850, got 40-60fps
Overall I think despite its flaws it definitely deserves to be called Fallout 3.

I got it for the xbox 360 to make sure I'd get a consistent performance, though I plan to buy the pc version eventually.
For me, right now, it's the best and most compelling rpg I've played in years. I'm loving that stats, skills, perks, and even gender all play a role in dialogue choices, and the quests I've been on (mostly side stuff) have all been satisfying. I've yet to really encounter any bottom of the barrel, "Be a dear and run to the other side of the map to fetch me something stupid." type quests, aside from one, and here I was able to actually use my speech skill to convince the person that I had when I really hadn't.
The many different skills seem so much more useful this time around, and it's pretty tempting to try and be a jack of all trades type to explore every avenue.
As far as sandbox games go, I'm always hearing from people who claim they spent days or weeks just wandering around before getting around to the main content, but that's never been my experience. With Fallout 3, I've spent two full days just wrapping up quests in Megaton and the surrounding areas and haven't even considered moving onto the next main objectives. Go figure.
My only complaints so far are the animation, which is sub par (even standard walk cycles are awkward), and the solution to the escape sequence in vault 101 at the beginning felt clunky.
[spoiler]It seemed to me that the only options for getting the vault overseer's password for his computer was either by killing him, or by just walking past him and grabbing it in an unlocked locker that's in the computer room... I think they could've come up with something more clever.[/spoiler]

Damn. Even Oblivions main quest line took alot longer than that.
Meh ah well. Got a collectors edition of the game waiting for me at EB for pickup tomorrow morning. Cant wait to play it :).

There must be something wrong with denisv's playing style. :p Many reviewers mention the main quest can consume from 15 to 25 hours.

Sorry, a bit of a brainfart there. The save list says 19 hours. The time on the Pipboy when I quit was probably 10am/pm which is why I mixed the two up.

I wouldn't say I rushed, but I did want to see the end, and I probably missed entire towns simply because I didn't stumble upon them.
Moreover, the high speech skill enabled me to skip various sub-quests during the main quest.
