Yes it is. Pre-T3 AI is simply too dumb to respond properly. -> Gets hit in the face by a water arrow and complains about rats.

Has nothing to do with the intelligence of the AI in Thief 1 and 2, they were fully capable of reacting to those stims had the developers wanted them to. It was a design / game balancing choice that they made at the time.
If you go into dromed and make the AI react to those stims, it will work accordingly. Same thing in the T3 editor, there are behaviors you can add back in with the stim / response editor and script editor that the T3 devs left out from the first games too.

More likely it was because footsteps were much quieter in TDS, so they needed to give the moss arrow some other function to make it worthwhile.

I get your point but - being dumb or being dumbed down - makes no difference in the end. We are judging games for what they are and not what they could have been. Dont we?

Hardly. In TDS you can crouch walk silently. Other than that floors generally make the same amount of noise as before (to the same absurd level when it comes to tile floors). And you cant avoid making noise dropping from heights other than by means of moss arrows.

Don't underestimate the power of Dromed. You could make the guards dance when you shoot them with a deer leg arrow. :p

Sure you could, change their reaction to the stim they're being hit with. It's called stim / response or act / react for a reason. It's an extremely powerful system. Very little is hard coded.

But neither the choking animations nor the corresponding voice samples are in the game.
