where do I find items with high enchantment level? The highest I've found is the regulat exuistitve amulet with 120 enchantment points.

Deadric weapons have quite high enchantment points. An Ebony Staff has the highest of any weapon (and item?).
You cannot soul trap NPC's, only creatures. (Vivec and Dagoth Ur are counted as creatures, however, Dagoth Ur has a soul worth 0).
