does the level of the enchanters enchant skill determine how much of the spell the item can handle?

Good question; from my tests, the answer appears to be 'no'. (I hacked Galbedir in Balmora's Mage Guild down to 1 enchanting, and then up to 100, and her enchanting screen had the same numbers both times for a 10pt, 20duration, 1area Absorb Health)

At first I thought your opinion was wrong then I looked at the name of the poster and went hmm. I thought that the store bought ones always worked no matter what the npc enchanters skill or stats were. That would mean that enchanting would jus affect how much luck it takes for it to work. If thats true then why can't I make constant effect items with and enchant skill of 100 and super int.

*chuckle* I think the secret is pretty simple... NPC enchanters hire out their enchanting lab to you, the player, and make you pay for time & materials. Otherwise, you're doing it the hard way with no more tools than repeatedly slapping the item-to-be-enchanted with the gem until either the enchantment takes or the gem breaks.

There is a set amount of enchantment you can put on an object and as far as I know this is how the greatest enchantment copacity list goes:
* Daeric Tower Sheild:225 EP
* Daedric Face Sheild: 150 EP
* Exquisite ring:120

My enchant skill is 60,100 and I can not squeeze and extra enchant point out of anything. I can though cast the enchantment like 8347190823741times before it runs out.
