if i enchant a shirt with something such as sanctuary 0-40 constant effect; is it possible to know how much sanctuary you are getting when you put the item on??
i know for like an amulet of intelligence 0-33 constant effect, you can just check your character screen to see what his/her intelligence is
is there any way to do the same for sanctuary, night eye, chameleon, etc???

Do yourself a favour... have the Constant Effect as a solid number (ie. 25-25, as opposed to 1-50). It's tried and true, and won't frustrate. I have no idea how a 1-X Constant Effect would work.
If you feel like trying it, save just before enchanting, you'll avoid a million headaches that way.

When you do that 1 to 40 or 50 or whatever, it will be a random number picked each time it the range you set up. Like everyone is saying, set it up with 2 numbers the same and it will always be that number. You can see what the number is by rolling over the little icon that pops up in the window when you equip the item. watch for a new icon to appear then put your cursor over it to see stats.

I haven't done this since the patch, but they probably didn't change it.
On constant effects with a range of effect, the actual effect of the spell is determined at random every time you put the item on. So if your 9-15 chameleon ring only gives you a 9, take it off and put it back on, it might give you 15, or 12, or 9 again. Just repeat this process until you get a value you're happy with.
Edit: the only thing I don't like about this system is that constant effect items don't seem to stack with each other. So, three 10% chameleon things worn at the same time don't actually give you 30% chameleon.

Hrm.. you sure, Chibbo? I've had constant-effect spell effects stack, and I really don't see why Chameleon would be any different; have you tested this? I know that multiple castings of the same spell or multiple usages of the same 'cast on use' item don't stack, but multiple items' constant-effect spell effects ought to stack as long as their names aren't the same... no?
(Oh, and just to be 100% accurate, multiple potions of the same type ought to stack, as I know for a fact that effects from eating alchemical ingredients' items do stack, and I suspect both potions and ingredients operate via the same mechanism)

Even if you have 2 rings named 'Exquisite Ring' with the excact same amount of constant Chameleon they will stack since they aren't the same source, you can't however stack multiple Chameleon charges from the same (charged) item because each of the spent charges come from the same source.
And potions also stack as each potion is a different source.
[spoiler]This very clear with the Fortify Intelligence potion/Alchemy exploit used to reach 10k+ Intelligence so you are able to make truly powerful potions and constant effect items without fail. Makes the game impossible to loose unless you do something very stupid (eg. Fortify Health/Fortify Speed are bad choices to make and use with that amount of Intelligence).[/spoiler]

I've got constant effect Chameleon at 100%. And yes they will stack, but, like what is said above, you must use the hi/low setting at the same percentage level or it won't work the way you want it to. I've got a exquisite ring, amulet, two daedric gauntlets, and one daedric shield all set for Chameleon at maximum enchantment value to make it work. And yes, you have to wear all the items to get the 100% Chameleon. It's a real pain sometimes taking the stuff on and off to talk to the friendlies. If you don't, they won't talk to you, plus their persuasion level drops after the invisiable encounter.
Footnote - Small daedric shield is worth 150 enchantment, while the big shield is worth 225 enchantment. [ I used the small shield for my 100% Chameleon. ]
