Hey guys. I have two question about enchanting. One: Am I allowed to make constant effect enchanments myself, or do I need to go to an enchanter. I have the Azura's Star and the Intelligence, but I won't up my Enchant unless I can do constant effects. Two: Is there any piece of clothing, jewelry, or medium armor which has a enchant capacity higher than 140? Becuase I want to make a constant effect Summon Dremora, and it's a 140 enchantment, but the most I can find is a 120 Exquiste Ring. Thanks for your help.

Of course you can make a constant effect enchantment - haven't you read the manual?
At the bottom left hand corner of the screen there is a toggle button that will allow you to switch to 'constant effect'.
In regards to items to enchant try an exquisite amulet which I believe has an enchant value of 240.
Why do you want a constant effect dremora when you can summon far better creatures like...a golden saint for example.

Kroakie made some good points re: enchanting in this thread:

Daedric Shield is the only thing that will work -- enchantment value of 240 I believe. Exquisite Amulet and Exquiste Ring only have an enchantment value of 120. The price tag on those items does say 240, but unfortunately the price tag and the amount of enchantment an object can hold are not the same.
