I have found enchanted arrows before, but I can't seem to enchant them myself. Why not?

Because enchanting individual arrows would take up a lot of time and soul gems. You can download the Official "Area Effect Arrows" mod, whereby you can buy some really nice arrows already enchanted for you.

or, you could just enchant the bow you use, since it trasnsfers the enchantment to the arrows when you use them, but who wants to go the easy way ;)
