well I found out something, maybe you all know it, but if someone don´t know it, he will know it now :p
1# If you want an enchanted item with an constant effect, you will need to make the Azura´s Star Quest and trap with the Star a soul (i trapped a golden saint). Now you can enchant an item with an constant effect.
2# my new love *G* An Enchanted Daedric Katana. It rocks cause i have enchanted it with an absorb health effect 40 to 40 points over 14ft. combine it with a grand soulgem (Balmora, Mage Guild) and you have a katana that rocks! Enchanting cost were only around 15k.

Wow and that weapon didn't pass over the alloted slots? For me I could only get Paralyze for 10 seconds on my Daedric Dai-Katana and that was with a Cast When Strikes and a Grand Soul Golden Saint :(

The alotted slots have nothing to do with the soul being used, only the item. Paralyze is more expensive, in terms of slots, than absorb health.
Interestingly, as I've found out the hard way, a heavy damage enchantment can be a two edged swords. Damn storm atronachs and golden saints have a bad habit of casting reflect on themselves.

*nod* One of the bad things about spells that can potentially kill the user/harm him. I don't think reflect should be in the game, at least not without a chance to riposite to hurt melees.
I remember sadly when my 600 damage poison thing would reflect back to me... painful.

All you need is any grand soul gem with a Golden Saint trapped in it to make a constant effect enchantment on an item. Slip in the item to be enchanted then the soul gem and select constant effect. Place the enchantment on the item them remove the grand soul gem and replace it with one that is closer to the level of the requirements without changing the constant effect and make the item. If done right this will allow you to make multiple constant effect items "if" you have the money.
