Question......how do I make an item have constant effect without casting or needing to do anything except equip it?

only if you enchant an weapon or amor w/ the Azura´s Star.

if you go to enchant any item with a Grand Soul Gem with a Golden Saint in it, you can get "constant effect".....

this is the secret part:
If you do it as normal and, when you have everthing ready, just take out the Grand Soul Gem and put any other occupied gem in it's place, the "constant effect" stay an option.
it works, I've done it several times!

I would say tho considering the golden saint level, you want to be pretty adept in the spell school before you try to cast the soul gem spell on them, otherwise you might be wasting precious mana you could have otherwise had to get yourself away from those buggers :p

Very true. I just used my Golden Saint Soul Gem to enchant my Daedric Katana with Paralyzation (some may see it as a waste, but considering this is my second Golden Saint that I have fought out in the wilderness, I'm sure I will bump into another). It let me switch to Constant Effect.
Here's my own dilemma. The Enchanting kind of sucks for Constant Effects. It fills up the Charge slots with like one minor tick. What's the point of Constant Effecting anything in the game then? Anyone can tell me? I tried ot Constantly Effect some Fortifying Speed on my Ebony Boots but that went down the drain since I could only fit like Fortify Speed +6 Points.

Six points of constant fortify speed isn't so bad.
Constant effect enchantments are nice for little things. My character wears three constant effect items: a shirt of 12% chameleon, an amulet of 12 point shield, and a belt of waterwalking. I'm thinking of making something that does 20 or 25 to jump, too.

You are right Chibbo. I am expecting too high of the Enchant skill. I should be appreciating the utilitarian abilities. :D I will make sure to do so when I create my secondary character, who is a magic caster.

I would suggest for all you trapping golden saints to find the spell "Summon Golden Saint" and enchant a ring to cast it. You should be able to find this spell from a Telvanni Mage.
You can then trap a golden saint anytime you want.
Also for constant effect items, exquisite rings and amulets work the best. They have a 120 enchantment ability so you can put 24 points of fortify attribute in them. Thus you can have two rings that raise your strength by 24 points EACH and an amulet that raises your speed. Or what have you. : )

Ascended Sleepers also have the same soul power as Golden Saints. They are a bit harder to find, but if you come across one, trap it.
The best amulet I ever created was constant levitate 8-8 power. Hey, its a fly amulet! I've flown over the entire continent.
