He's at Indoranyon, a Dunmer fortress, on the mainland between Sadrith Mora and Vos, about half way.
You have to enter the dungeon, fight your way through it towards the exit (it moves- you'll see. Read the note on the outside entrance)) and talk to the Altmer (named Quorwynn) with a propensity for falling in the water. He attacks you on sight, so have a calm humanoid spell ready, and while he's calm, butter him up so he likes you 100%, then he'll not attack you even after calm wears off. Then get trained.
