I never found the EMP Rifle or Fusion Cannon to be much good. Both of them require you to specifically put points in skills that won't help with much else (Whereas everyone but the Psi folks uses the pistol and shotgun, so the Standard you need for the Assault Rifle is a useful investment). Worse, the EMP Rifle can't harm organic enemies and is weak on cyborgs, so you've paid a ton of skill points for a rifle that's mediocre against some enemies and downright useless on others. That's a pretty tough deal. As for the Fusion Cannon, the ammo isn't common and it requires a bunch of skill points for a weapon class you can't make too much use of- grenades don't exactly grow on trees. Not to mention the oh-shit-I-just-turned-myself-to-liquid effect if you strafe.
tl;dr They both require lots of skill points to use and are severely limited in general use, while the assault rifle will also make your shotgun useful and can wtfpwn everything anyway.

I like the EMP Rifle a lot. It does splash damage, and it's my favourite weapon to kill Assassins, so I don't think it's that weak on Cyborgs. Plus, it's the legitimate heir to System Shock's Magpulse.

Ok, there are heaps of ammo for fusion canon in fact. The only reason it is bad, is it can kill you as well as your enemy. It is stupid, it's like brining an rpg into a house, and using it.
The emp rifle, very effective against robots, plus it is free. You only use electricity, and dont have to waste bullets. Energy weapons are good, the laser pistol and sword are cool and powerful. I reckon that the emp rifle is a cool gun anyways, it's so neat, with it's laser sight when you fire it and the colourful blue energy balls :). I may be biased, since I love plasma rifles (close enough to emp rifle meh), I only play shooters for that specific gun type.

Oh, it's cool, but eclipsed by the versatility and sheer lethality of the Assault Rifle. Even if the AR were made weaker as balance, you still know that you can kill everything with it. With the EMP rifle, you need a backup, and given the number of points you sank into it it's not likely to be too powerful.
I know that if I relied on the EMP rifle I'd be scared of Rumblers...

Technically, an electromagnetic pulse, is virtually a ball of electricity. So wouldn't you be able to kill organic life forms with electricity, since electromagnetic pulses are in very high concentrations (otherwise it couldn't override computers and robots). In such high levels of electricity, it could kill or at least stun, come on.

There's no such thing as a ball of electricity. However an EM field will induce current in any conductor so you might think of it as a ball of electricity in the basic sense that whatever the field intersects becomes alive with electrical transients. I've sometimes wondered to myself, if the nervous system is an electrical system, then one might think of nerves as conductors, though non-metalic. If that's the case I wonder if a sufficiently strong EM field would cause any kind of electrical activity in the body that might result in a spasm, seizure, tingle or something else.

You would never see an EM pulse as the waves are invisible to the naked eye.
Of course if they waves were held in a field, the field may give off visible light.
