I think this gun needs balancing, it should be able to at least hurt flesh based monsters... It would be nice though, cos it is a cool looking weapon...

It would make it too powerful. I love the EMP Rifle, and use it on almost every run. But it wouldn't make sense to make it hurt organic creatures, since an EMP discharge is harmless to living creatures. What you're proposing isn't balancing, it's unbalancing.
You already have the AR, which is an all-round weapon, able to cause considerable damage in every type of enemy you come across in the game. Why introduce a second weapon like that?

Might be cool though if it blew out all the lights and cheap electronics in the room when you fire it or at least make them brighter for a time....the more unique weapons should have their own personality in a sense.

I guess I actually want a plasma rifle in this game, was disappointed that there wasn't some high tech rifle or something like that. Instead they got pistols, canons and rapiers.
I like plasma guns from games like doom 3 and deus ex :)

An EMP rifle by its very nature of being an electro magnetic pulse launching weapon shouldn`t be damaging flesh based enemies really. EMP based weaponry in reality and traditionally in sci fi only harms technology.

That doesn't even make sense, they all have cancer and brain damage already.
(Not caused by electromagnetic pulses! Unless you're one of those people who believe that mobile phones will give you brain tumors.)
