Does anyone know where I can find a Damage Magicka spell that can be cast as an apprentice? Or I'd settle for a scroll if there isn't one.

A spell, no, not offhand. You might be able to make a damage magica poison and put it on a blade though, if that will serve your purpose.

Skingrad is the Destruction chapter of the Mages Guild, try there. Though I do think there's another MG member in a different chapter that has some low level Destruction spells, you could try looking in Chorrol.
