Id would assume, since I don't use it too often, that it reflects all incoming spells done by someone else. Say a Weakness to Disease spell.

Why not give Tuco 100% reflect? (I'm not sure, but if two players have reflect and a spell is cast, does it comes back and hit you, ignoring your own reflect?)
I'm not sure what it protects you from, but I'm pretty sure it's every type of magic. I think you're best bet is a high level poison enchantment and equip Tuco with 100% Reflect or 100% Resistance to Poison.
... Why am I saying this? I want to beat Tuco. I'm just helping to make him more godly. >.<

I think the best way is just to give the npc a power that fortifies its skills through ce...
1) Its permanently on the char you put it on... like make an ability that gives tuco +250 axe skill, along with the 100 the npc already has(undodgeable, even with 100% sanc); fortify strength 150 pts(added onto the 100 it should already have); then give it a daedric battle axe. This will pretty much kill anyone without god mode on, since each hit could take out 200-600hp.
2) In the unlikely chance that the npc dies, the player can't get an uber axe that fortifies the users strength by x when they strike. You'd have to cheat to kill the npc anyways, so don't reward cheaters :P.
3) In morrowind, players get stronger with better equipment, with the right equipment a lvl 5 player could kill off a group of lvl 40's... this is cause npcs are stupid. A lvl 100 npc with full ebony armor can be taken out by a lvl 25 player with the same equipment easily. The only way npcs are strong is if they have insane stats(remember gaenor... he had 400+ luck, or something close to that...) Heres something to try, give a high ordinator some of those black darts from the sewers(the ones that do like 25-50 dmg)... the darts probably do 150 points of damage(they have 100 marksman skill and a 200+ ability)

I don't want to cheat to make Tuco stronger than he already is.
Couldn't I include in the Tuco mod a new effect on his axe? Instead of fortifying others, it could fortify myself?
And what's more effective, str or axe skill in terms of melee damage / to hit.

Id say, Increase Axe Skill more for to hits. Or More Str for more damage... might want to look and see if Agility increases to hit, maybe.
