After a couple of decades of playing fan missions I've finally cracked open Dromed and started tinkering around in an existing fan mission. I've learned a lot with still a lot more to come, but I had a question concerning this. Can an edited fan mission be released without the author's consent? Notes in the original state to just credit the author, but the original author was last active here back in 2004 so I can't really verify.
I don't intend to release anything here on TTLG, I was thinking I would just showcase the changes on my YT channel and leave a download link for those interested in trying it out. Most importantly I don't want to step on any toes here or claim ownership of something that isn't mine.

No you should not be messing around with other peoples missions and releasing them without there say so.

Messing around with an FM for your own personal use is fine. It's not kosher, however, to release the edited product without getting permission from the author first. Use what you've learned instead in an FM built up from scratch, or with a ready-made template if such an FM template is provided somewhere. As for the edited mission, you can always come back to it and use it as your private laboratory for things you learn and want to learn, so long as it's not made available to the public.

Technically and legally there's nothing stopping you. Morally, it would be frowned upon.

I don't think there's anything wrong with what you are thinking of doing, but I don't see any reason why you wouldn't contact the mission author first. Just common sense in my opinion.

For posterity, an FM author ought to be collaborated with on changes/release.
You never know, Christine popped up again after many years. We might see this author do the same.

Thanks, think I will just stick with what Esse said and keep it as my own personal laboratory to experiment with. If anything I may post a video of me playing it, but not make it available for others.
