I know this post is extrmely old, but people concerned with the topic in the real world should google/search "total Information Awareness" in the context of the Bush Administration and Donald Rumsfeld.
Extrodinarily disturbing, even without the background of oteh activities and goals teh Bush administration has declared.

I think "Partial Information Awareness" would be quite a step up for the Bush administration.
