A complete set of Ebony Armor - including an ebony Tower shield- can be found in the Redoran Treasury...if you have the 'nads to go get it;) ;)

He's asking about the Ebony Mail and not Ebony Armor. It's the reward for the last Temple mission.

I thought it was awarded at the end of the redoran house missions, which I guess doesnt make sense, since you'd think that redoran would award you with heavy armor
