Ironically enough, even if you hit him with Destroy Armor spells until the brace falls off, he'll still be a slave. The thing that makes 'em a slave is actually the value of a certain variable inside the slave script... and when you unlock someone's bracers, that's set to a value that simultaneously makes them respond with different dialogue as well as disables them when you leave their 'cell' (or 'region').

The slave in the Argonian mission is part of an Imperial cult quest. If you ask for almsman's quests, the second is to collect 100 gold from the argonian mission. You can use the story about the slave underground to blackmail them into giving u extra money.

Er... I don't think there's a Ressurect spell Sappe.
Using the target as a reference object (either do it in "reference -> command" form or click on the NPC so that the title of the console window changes),
Resurrect
...and the NPC will be alive and well, with full health and all items reset.
