* Hardcore Mode: hunger, thirst, stimpacks regenerate health over time and do not heal crippled parts, serious injuries require a doc's attention, ammo weight;
* Companion Wheel allows you to command your followers (including inventory access, though no indication if that's a simple trade interface or a new, more direct control);
* Weapon Mods (scopes, clips, etc.), a few new weapons, and (
maybe, can't tell for sure) different ammo types;
* Notoriety (public reputation) system to complement the Karma system (personal morality), and influence your "public relations";
* Tweaks to VATS to allow melee attacks (?);
* Three factions: New California Republic, the Brotherhood of Steel, and Caesar's Legion;
* Amnesiac starting theme: you start off with some extra lead lodged in your thick skull and you set off to find out who you've got to thank for it after a doc patches you up (character customisation);
The article has a few screenshots (including a blast from an orbital cannon) and they say to expect a more in-depth hands-on preview this following week.
I googled around to see if I could find some other previews or anything, and I stumbled on a summary of an XBox 360 World preview in the lair of the Koki. I'll post a few of their meatier bullet points to complete the above:

I also got to skim a friend's Edge magazine (I think the latest one), there's a preview in there if anyone's interested. I'm afraid not much stuck with me, though, as I didn't have a lot of time to look it over, but I do remember a mention that you won't be seeing any improved animation assets or much to address complaints about the combat handling or ballistics model. Not that there ever was a reason to, this is just an expansion and those are hopes best left for Fallout 4.

Nah, while i enjoyed the old FO's, FO3 was good in its own way + extremely mod friendly, the game is always expanding, in almost any way that the player chooses to.

Newsflash:- Fallout has always been tongue-in-cheek and laced with dark humour to a degree. It isn't some new element shoehorned in by Bethesda by any means.

Newsflash 1: New Vegas is created by Obsidian, not Bethesda.
Newsflash 2: FO isn't just tongue in cheek, i bet you havent played any of the FO games if you think so. It has always had elements of it though, for example their cartoon info commercials. But that doesnt mean i want to see robots with cartoon faces in-game. That's just shitty design and nothing else.
I could care less if god himself created the game, i'm still entitled to my opinion.
