Surprisingly you'd find it's the exact opposite situation. King of Fighters and Samurai Shodown have been the most female character fanservice heavy fighting game franchises in recent years and their developer/publisher has been owned by Saudi govt since 2022. Meanwhile Dead Or Alive 6 was a huge franchise killing flop, because they tried to pivot away from fanservice with self-censorship, to try to court the puritanical FGC eSports tournament scene. (Entirely virtue signalling on their part, to deflect from the real life woman abusers and paedophiles in their community.)
Another example is One Piece: World Seeker. The hotsprings DLC saw limited to no release outside of Asia, except for Middle-East territories oddly.
