I'm a bit confused as to the motives of two Templar conspiracies in Cairo.
One was the Tarsus headmaster, who plotted to murder his two brightest students. Why did they want to do this?
As for Plague 11, why did the culture minister want to destroy the cure?

With the first, I believe, it's because he was afraid that the brightest students would be the ones most likely to get the biomod infusions, so he thought that by taking out the best, it would serve to bring only bad out of the Tarsus (spelling?) Academy.
With the second, it's because the cure was not fully tested and they did not know for sure whether it would work perfectly without side effects or not. He figured it would be better to let the people suffer with Plague 11 than to be hit by something that would result because of a cure that caused worse side-effects, which would mean that everyone would be able to easily point their finger at him, while they couldn't blame him for the plague (since they didn't know he had a cure, that is).
