Why would they focus on the Illuminati at all? I actually thought it was really dumb how much attention they paid to the Illuminati in DXHR considering they had basically no power by the time of DX1 - it just didn't make sense.

They have always had the power, but it depended on the leader how that power was used. When Everett was the leader, everything worked as it had been for centuries: influence from the shadows. When Everett allowed Page to step in the things changed, the Illuminati started more aggressive politics that ultimately lead to MJ12 - the Illuminati splinter group from DX1.
At least, if I remember correctly, I played DX1 almost 10 years ago.

I really liked that they showed the Illuminati before the schism led by Page, and that you can almost see the groundwork for that break being laid, with Page's much more aggressive actions (the raid on Sarif) contrasted against Everett and Taggart using Picus to spin public perception of augmentations to push for regulation (that the Illuminati would control)
