Yes it is.
I can't be arsed to find the link right now but it'll allow for augmentation re-specs.
That's all I know.

Spoilers in the DLC description on the site so don't read it if you haven't finished the game yet. I did. :erg:

Oh, it's on!
Also, I will be getting this DownLoadable Content. Why? Because I'm a consumerist whore

Less saving people's lives, more Deus Effort!

The line that all of his augmentations will be disabled left me thinking he'd just be a blind head rolling around on the floor. I have a feeling I'm going to be disappointed.
Almost as disappointed as that they're taking this (IMO boring "blah blah conspiracy") angle with the DLC, and not Montreal :(

I like the conspiracy story, this is one of the top reasons Deus Ex is my favourite game of all time, it talked about the Illuminati, their ancient history and their impact on the present (in-game).
DXHR focuses more on the augmentations and less on the actual Illuminati's conspiracy, so more details on this topic would be welcome.
Another thing: I hoped to see an underwater facility in DXHR or a remote outpost of some kind, like Air Force Base in the first one. I really expected to go to the bottom of the ocean at the end of the game, not just 50 meters :) Furthermore, the ads made me think that there would be an actual mission on an arctic base.... well Panchea was not Arctic enough for me ;)
So I really hope they throw in some more environments with new DLCs. What bothers me though is their implementation: they need to fit in seamlessly.
This "Build a New Adam" thing is nice since I missed a level where I'm imprisoned and need to take my stuff back before I get out.

I think conspiracy angles are fun if done well and in a very clever way (such as DX1), but I don't think DX3 really had anything I would call a complex and intricate conspiracy. A neat story that I enjoyed, but not so much so that I want to dig deeper and find out more, because I don't think there's anything present in the game that needs much further explanation (other than loose ends with Jensen's family).
I was really surprised when I was looking around the official forums and everyone was predicting these "missing 3 days" to be the DLC from the moment the announcement came out a week ago. Why on earth is it such a big deal that everyone MUST KNOW WHAT HAPPENED?
For starters, cargo boats today use technology half a century old or worse, why would we assume boats only 15 years from now (okay, we'll say 30 because tech in the DX universe has progressed slightly faster than our own) are all propelled by space age NASA rockets? Furthermore, why do we assume Jensen woke up the very second he reached his destination?
So many better options for DLCs, but I suppose here's hoping this one is good :p
