Club owner of Vox Levine, wants to kill O'Rouke Lawyer in Emerald Suites. On O'Rouke's data pad in behind the security field it says O'Rouke has been hired by Chairman Ubair. Ubair is the chairman in Cairo who refuses to release the cure for nanite swell.
Ubair is part of the Templar's too, right? He helps them keep the cargo area private, might have been helping them move Paul, can't recall atm.
So is O'Rouke a Templar also? He is selling illegal weapons to SSC in upper Seattle, from Kersage in Trier.
It's hard for me to tell from memory Vox/Levine seems like he is not a Templar becasue he is protection the Omar.
But iirc Kersage in Trier seems to be working for the Omar as well, he is in the coffee shop and directs you to the Omar.
Does this make any sense, maybe my memory has got something wrong or maybe the story doesn't make sense. :cheeky:

Can't help but think you're reading far far too much into this.
Most of those people could quite easily just be doing whatever they're doing...for the money, like..well, most people.
If you work at a bar and some dude pays you money to tell people that he's upstairs, are you now working for him and his crazy conspiracy, or are you still just some guy who works at a bar who doesn't object to extra cash for almost zero effort?
If you run an arcology and some guy pays you a ton of cash to hire a private loading bay out of the eyes of the authorities, you're not necessarily part of his demented faction as much as you're just a corrupt official.
And so on.

I honestly don't remember much from IW. I think I remember it more fondly than actually playing it, which I've tried several times since. Can't.
But I think DDL is right. A lot of the side characters are just there to add color and texture to the world. For more specifics you can hit up a wiki. I do remember reading things I never considered when playing IW. The owner is VOX is definitely working for OMAR.

DDL you might be right, yet for example the two cases you mention:
The Bar you are asked to Kill someone, becasue someone he knows is being setup with fabricated charges. The guy you are asked to kill is also defending the Chairman who is specifically helping the Templars.
Secondly the about the Arcology, it's not a conspiracy by me, there is a video mail of the Chairman talking to the Templars about being a member and helping protect the secrecy of their Terminal. The part I can't remember about is if this was found during the time Paul was in the Terminal or the first trip.
These are not trivial matters as in your example but I am willing to believe it's just coincidence, which is why I am asking for help or opinions but there are direct links in game.
