Yes, that is why the age of consent exists and it is a crime to violate it. The use of the term is still wrong though, if you insist on referring to a natural human instinct as an abnormality, the correct term is

It's an 'either/or' word preference, obviously. I'm not referring to a natural human instinct here; pedophilia is considered abnormal; illegal if the desire is acted upon and definitely (in most cultures) socially taboo.
