Hi i wanted to make a character that can carry and fight with two swords instead of using a shield is that possible in Morrowind+The Tribunal?

Nope.
There is a dual weapon mod, but that basically makes the second weapon act as a shield, IIRC. So you parry blows instead of being able to attack with it.
