At 19 euros I can't whole-heartedly recommend it. Wait for a sale.
My biggest (only, really) gripe with it is that there's no proper story-driven campaign. You need to do individual missions to earn currency to upgrade your team's equipment and unlock campaigns. There are 3 short campaigns but they're just a series of missions with no narrative tying them together. So really, all there is to the game is the challenge of doing missions, and trying to achieve good completion times or ace the bonus-objectives(complete with just 1 soldier, no civilian casualties, etc.). The gameplay is solid enough that you'll have fun with it for a while, but... probably not 19 euros worth of fun.

The important question is: when I finish my backlog of Tactical games (Jagged Alliance 2 and Silent Storm Sentinels left), should I be picking up this, Breach & Clear, or Halfway?

I hear Breach & Clear isn't very good. Never heard of Halfway.
Have you played Frozen Synapse? Coz if not: Frozen Synapse.

Yeah, I have Frozen Synapse, but I put it down a while ago. Maybe I should play more :) It is a bit... abstract, though. So it doesn't quite scratch the same itch that, say, Jagged Alliance does. Speaking of Jagged Alliance, I'm kinda bummed out that Jagged Alliance Flashback was 'released' prematurely. I had hopes for it, but it looks unlikely to be significantly improved at this point.
Most complaints I hear about Breach & Clear has been the mobile version (and usually regarding fiddly touch controls). I haven't heard any clear answers on the PC version.
Xenonauts is another one I'm thinking about too...

I also think Door Kickers is quite different so you can't make a direct comparision as to which is better. They answer different gameplay needs.
