This is completely in character for Doom, you know this surely? Running around at 10,000 km/h, circle-strafing around hordes enemies while holding down LMB. Coming across power-ups like immortality, the ability to PUNCH enemies into gibblets, see in the dark, invisibility. The Z-secs would drop ammo.
Sequels usually build upon what came before so Doom 4 ratcheting the excess is completely in keeping with that. Doom 3's purely conceived stab at a Survival Horror was a misstep, the likes of Serious Sam and Painkiller are the direction that a Doom sequel should've gone. Doom 4 is much closer to what a sequel to Doom 2 should be, not stumbling in the dark, awkwardly juggling between a gun and a torch, reading audio logs.
While I like Doom 3 well enough, they should never have tried to turn it into a Poor Man's System Shock. Create a new IP for your "experiments".

Doom 3 did that; just not so much in terms of gameplay. I think that's still valid. There are no shortage of sequels to things (games and films especially) where the sequel is significantly different to what came before, but still fits into the same fiction, and works in that context. It's not always what you're hoping for, but I don't think an entirely new setting or story is required simply because the game they wanted to make won't play quite the same way as its predecessor.
That said, I also think that Doom 3 would have been a fine start to a new IP which just happened to share certain story elements to Doom. I don't blame them for not changing the name, though.
