Yeah, I'm familiar with vBulletin. Unfortunately none of those features exist on my end. Problem with my account privleges or something?

Ah, you were a brand new member with no post history - it should be sorted now. We don't allow use of private messages to posters who have only just registered as we don't want people to register and immediately start spamming members privately. The best option to reach an admin if you can't use PMs is to use the "Contact Us" link at the bottom of the forums which is available to everyone.
