I have finally decided to do the Tribunal main quest, and I promptly got stuck in the dome of Kasia. That multi-bladed rotating arm gets me every time. Did I miss some way of disabling it, or is there another way of getting past it without getting splatted?

Use a potion*/spell/magic item to increase your speed so you can outrun the blade, or a Jump spell to jump straight up to the exit, bypassing the stairs.
I cheated and turned off clipping ;)
*I think those potions you find on the Fabricants' bodies work........

Heh. Yeah, I had to use the potions you get from the Fabricants to outrun it. That's the most likely reason why you face three in that Dome (or the one before it, I can't remember.)
I used three potions and outran the thing no problem. I got stuck in the room with the switches. It took me a while to get that figured out (I can't believe they disabled recall in the Clockwork City!)

Better yet, get the boots of blinding speed. If you character has no magicka resistance or you don't have the Cuirass of Saviour’s Hide; you can create a 1 sec 100% maficka immunity, cast it just before putting the boots on, works well.

I'm afraid I sold the Boots of Blinding Speed to the Museum. I did try the potions from the fabricants, but I still got killed. I suppose timing is important. Jumping is out of the question- I thought I had a jump spell, but it (Tinur's Hoptoad) is actually a levitation spell! Grrr! I had a scroll of Icarian Flight left, but I ended up in the void when I tried it.
I hope I don't have to restart the whole thing... Thanks for the suggestions- now that I know it CAN be outrun, I'll keep trying.

If you get really stuck, you could always use the console to add a potion or spell, I suppose.......

That thing really requires good timing. If your jump is not high enough, you have to jump over that pole, and then make a dash for the door. Rather nasty thing.
I am still not sure what to make of the puzzle in the next room though.
