Lets see you need a 3d model of it and a texture. The you need 3dstudiomax and install the NetImmerse plug-in from the edlerscrolls site.
Once you have exported your weapon from 3dstudio to a file using the Export>Net Immerse format you have to run the TESCS and open that file.
I dont know the rest because i think its neccessary to copy the exported .nis 3d object to some place special in the game directory.

To make a new item:
1. You need 3d Studio Max 3.x or 4.x
2. You need the NetImmerse exporter
3. You need a good image editing program (Photoshop or Paintshop Pro)
4. You need a lot of time and patience
First you must build the model in Max. Then texture it with your image editor. Then export it in .NIF format to the Bethesda\Morrowind\Dat Files\Meshs directory. You'll also need to make a small (32X32) render of the object and save it as a .TGA file for your inventory.
After all that (several hours if you're highly skilled with Max), you'll actually move into the editor, create a new entry for the object, and begin to fill in the infomation about the object itself. Since you can make literally anything, I won't go into all the details regarding individual objects, but they are fairly obvious.
Granted, this isn't a full step-by-step, but it should give an idea of what is involved.

Or, if you lack all of the above, you can almost certainly use a hex editor to re-texture the mesh of your choice. (If that doesn't make sense, I'd rather you look for the info yourself rather than ask me though; the editors' section of (
