I'm quite sure the HTML on/off flag is set exclusively by admins, and it's on for me so I would suggest logging out, clearing your cookies and logging back in.
Unless it's disabled for new members.

You're looking at the Edit Signature page, I take it? (I assume, because I don't see that on the regular posting pages)
We don't allow HTML in signatures, but you can use vB code to do the stuff you'd want to... just use the URL tags to make links.
If you're not talking about the profile editing pages, you'll have to be more specific. I'm pretty dumb, you see.
