Personally, I don't think he looks that bad. Admittedly, his clothes are a little strange, but I don't think he looks "cartoony"
My only complaint is that (probably because of the improved graphics) Tong actually appears to look younger in this shot than he did in DX1, not 10 years older. But perhaps that's just me.
Also, note that this screenshot is old. Quite possibly a year old or more - they still have the old "hexagon" interface and everything. So it's possible that they may have changed him.

I like it. Considering the poor quality graphics of the original game, I'd imagine DX2 gives the art department a greater opportunity to display their vision, and to some extent the vision they were trying to portray in the original.
