Scrappy Doo and Karras sound nothing alike.
Scrappy Doo sounds like a a guy in his late 20s trying to do a younger child-like rapscallion voice.
Karras sounds like a 60 year old man with voice impairment. I actually think Karras sounds much older than he actually is or looks.
Scrappy Doo's voice is "clean" sounding, Karras slurps over his words constantly.
Scrappy sounds full of energy, Karras sounds like a sick man.
Maybe there's something i am missing, but its really hard to understand how they are even remotely similar.

As for him not being scary, i will say that maybe its precisely because when i hear him i think of a dying man in a wheelchair that it does make him intimidating.
A man on his deathbed that has suffered daily for years on end and has HUGE resentment for everyone around him who then (fairly) suddenly gets to wield enough power to be able to end life on an entire city is extremely scary.

It's his style. Threads with pointless or dumb questions. And if I remember, he did say previously that he had a bunch of sock puppet accounts so he'd come back periodically for a new troll fest

For 23 years now, every time I have looked at a map I have said aloud, and in Garrett's voice, "Better check my map". I think that is stuck with me until I die.
I thought Karras' voice was weird first time I played through but now he strikes me as someone with an impairment who was probably bullied a lot as a child because of it and as has developed a mad complex similar to many superhero villains.

When I first played Thief: The Dark Project back in 1999 at the age of 12 I was a little thrown by his accent.
I was a British kid heavily into his medieval history so I automatically recoiled at the sound of an American accent in a supposedly mediaeval setting.
My older brother was quick to point out that Thief was set in an anachronistic fantasy world and I soon warmed up to the voice acting.
Also, Garrett is a classic anti-hero and kleptomaniac. I expect him to be arrogant!

Karras' voice also adds a creepiness to his creations.
The sound of swapping wax cylinders blurting out his distinct speech impediment is very unsettling.
Jindosh's creations in Dishonored 2 takes obvious inspiration from the Children of Karras.
Unsurprising when you consider the former TTLG employees that worked on that game.
