As a Khajit with a 85 Pesonality and Speechcraft of 65, I still am lucky to get an initial reaction of 62-64. I would say race plays a part of it - at this point I have still to join anything as well, so I think raceis very particular, imo ;)

I'm playing as a female Dunmer Rogue Mage Thief. Nearly everyone calls me "outlander" but most are quite polite. The answers I get after I admire male NPCs always make me wonder exactly what I said to them. I often hear "Yes, it's been a long time for me too."
I have a low-level male character that I'm developing as more of a combat expert than my first character. He gets different treatment, more friendly/suggestive responses from the female NPCs and "good buddy" stuff from the male NPCs.
Oddly enough, the Dunmer I encounter don't seem to recognize me as one of theirs. They explain who Dunmer are as if I'm not one. They aren't particularly friendly either.

Dunmer are Vvardenfell's native Dark Elves, the ones that grew up under the Temple's influence - as opposed to your character, which (presumably) grew up in more Imperial cultures. Hence you're an outsider, even if your genes are close to theirs.

If I remember my Morrowind lore correctly, the Dunmer were once lighter skinned elves before the business with Dagoth Ur, Nerevar, and the dwarves. There was some sort of taint that left them darker skinned and they renamed themselves the Dunmer.
Besides, the natives tell your an outlander by your accent. We talk funny to them.
