I left Umbra on the ground in the courtyard in Mornhold, and it remained there for a while. I turned on the weather maching for the goddess, and all of a sudden it isnt there and I need to have something to contribute to the museum for the piece of the sword the goddess told me to assemble (im assuming that that's what the museum woman's offering)
Is there a console command to get Umbra or any suggestions on what to find and donate to the museum?

Well, you can use the console to get the Umbra back, using player->additem blahblah, I'm sure the instructions are on morrowind.ttlg.com :)
As for other things, go back to the museum, and read the book in the back of the first floor. It's a big list of rare stuff, much of which you can donate.
